I'm not entirely sure but I think it's a foundation for the former casino that was build "in the sea" http://www.vkblog.nl/static/pub/mm/tempest/7240/Image/nicejetee.jpg
I just visited that place last week and there's a kind of memorial drawing showing the old casino in it.
I have been exploring the history of Promenade des Anglais and I do not think that this ponton was part of the pier or casino. The pier and the casino inside, was situated opposite where Hotel Mercure and MacDonalds are now.
Therefore I think it was just for mooring boats. Does anybody have the absolute history of the Ponton

No idea, but I'd probably sit there and enjoy a beer while looking at the sunset.

I just visited that place last week and there's a kind of memorial drawing showing the old casino in it.
